Despite Emphasis On Big Hacks, Small Breaches Of Medical Privacy Do More Harm

We've heard about the millions of private medical records hacked into at large insurance companies like Anthem. So far the reports of harm from such breaches have been few. What appears to be causing more damage are smaller violations of medical privacy, where a relative or acquaintance gains access to records and uses them to embarrass or harass a victim.
